Create a table and try to open the property of the table. OOo crashes.
BTW, the cell boundaries are partially shown.

This happens only when calling tab "Borders". This is covered by issue 78343.

mbayer->jolatt: Reopen issue if it was not the "Borders" problem.

There is no chance to call the tab borders because OOo crashes if you want to
open the table properties.
May be that issue 78343 covers this. IMO it's another thing.
Therefore I reopen this issue.

Issue 78343 exactly describes the root cause. 
Delete the config directory if you want to open the table properties without
crash. But don't access the borders page anywhere in m216.

Closing duplicate.
The table properties will always crash if the border tab is "on the top".
