Note: the respective accessible relations are CONTENT_FLOWS_TO and
CONTENT_FLOWS_FROM. What is missing is firing the events when the relation changes.

(The respective bug for Writer was issue 27138)

No more issues accepted for OOo 2.4 unless there are serious problems.
