I fear that there is no shortcut key for font increase and decrease by default. 
Also the Alt and Special character keys could not be used for creating 
shortcuts, why?

I think this is close double of issue #19282.

These are two problems in one issue -> bad

but nevertheless: Problem 2) (no alt or other keycombos available) -> see issue
4756 and issue 20069 (read its duplicate issue 17714 to know why I mention it)

regarding increase/decrease please see issue 8824

For now you can add the buttons to writer's object bar (right-click the toolbar)
or choose Tools|Customize to manually assign a keyboard-shortcut to
increase/decrease the size of the characters.

I'm closing this as duplicate of issue 8824
