significant object properties on toolbar or in Navigator when object is selected

eg "keep ratio" for object sizes when resizing as toolbar button or in 
Navigator when object is selected. reason: makes working with such properties 
much more comfortable (also new users imediately know it's available!)

latest versions of OOo, as the problem(s) may have already been addressed.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
