Allow user to specify how far underline goes under baseline

Both the underline and wavy underline are full-fledged punctuation marks in Chinese. It is good to see that swriter allows the user to use a wavy underline. However, when used on Chinese text, both kinds of underlines are drawn too close to the underlined characters. It would be good if it is possible for the user to specify how far down the underline should go.

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
Following is a report generalizing this bug to the English language. Summary: Underlines and underscores intersect when using specific font/zoom combinations. OS: Windows 8 Writer Version: 4.20.9800 Steps to replicate: 1. Open the attachment Demonstration.odt in Writer. a. The underscores and underlines of the text intersect. b. Due to the formatting of the text, the meaning is hard to decipher. c. If the underscores and underlines are not intersecting, refer to Screenshot1.png to see how the document looks on my machine. 2. Open Demonstration.odt in Word. a. The underscores and underlines do not intersect, as shown in Screenshot2.png. b. With this formatting, the meaning and the placement of underscores is much clearer. - This bug appears to be zoom-dependent, as well, with certain fonts and zoom combinations being required to show the bug. (For me, 100% with 14pt font best demonstrates the bug.) - After testing with several different resolution settings on my computer, I have come to the conclusion that the bug is not resolution-dependent. - All tests were done with Times New Roman. It looks like this is font-dependent, as well. - I tested some more, and on default zoom this happens in Word for font sizes 6 and 9. It happens in Open Office for font sizes 6, 7, 9, 14, and is therefore more pervasive in Open Office. - I had a friend test on a Mac, and the bug happened with different font sizes than for me. - The main confusion happens when underlines and underscores appear at the same height, intersecting eachother. I would recommend adding some code to ensure that underlines and underscores appear at different heights. - Overall, I would consider this a minor bug with little general impact.
