I have exported the attached text document as PDF.
Before exporting, the Writer repaginates the document.
This is done leaving some blank pages. In the attached
document, between the last chapter and the frame there
are 5 blank pages. I have reduced as much as possible the
document to help troubleshoot the bug. In the original
one there were 30 blank pages. The problem can be seen
directly in the writer (and of course, also opening
the pdf).

This is not a P1. Concerns probably the Word import.

The document is not a Word import. I have typed it afresh
from within the Writer. It is a P1 because it relates to
the very basic functionality of a word processor. Forcing
an author to spend a whole day trying to make a final
(and important) document presentable (which is not when it
has dozens of blank pages) is a P1 issue.

I mentioned "Word import" because it's a Word document but also to stress that
it has nothing to do with a PDF export (Tools - Update all shows the same extra
pages)

This is neither a P1 nor even a P2 (not blocking a whole component, a crash or
other data loss). Priorities are defined following objective and not subjective
(personal impact) criteria.)

I might agree that it could be be a P1, but not that it is not
a P2. Of course, I do not know how many users are affected.
But anyone that would find 30 blank pages in his document would
objectively think that an essential functionality of the product
is affected by that bug. By the way, the first time that it occurred,
the Writer crashed, a window appeared telling me that the problem
had been sent to SUN (I guess some data describing the crash).
P.S. perhaps the ".dot" extensions of the attached file is misleading.
The document has nothing to do with Words. It is a Openoffice Writer
document that originated from typing it in the Writer, and not importing
from Word.

Indeed it's not a Word document (however why it has a .doc extension...??)

@OS: 
The document contains to conditionally hidden sections.
The condition is a variable defined a top of doc.
I noticed after the hidden sections a Heading with "Page break before in its
settings".

-> When exporting to PDF or Update All, some additional pages appear which are
placed at and are fromthe length of the sections. But the sections remain hidden.

Notes:
- I could not reproduce this from scratch.
- Only "Update *all*" and exporting show this behavior. None of the other "Tools
- Update commands"...

What is important is that you could at least reproduce it
with "update all". I tried to reproduce the problem reducing
further the document, but removing paragraphs or sections,
or page breaks, etc. makes the problem disappear.
I guess it might be due to some bug in the formatting algorithm,
like, e.g. using some not-initialized variable, or because
of some races.
