If we have a form field (Drop down list) in a .doc document and open in writer
and export to PDF (Select "export form fields"), the resultant PDF doesn't have
form field, instead only value is there

The problem however is that the fields contained in the doc file are not form
controls at all; as such they are not exported as PDF forms. If they were to be
forms in PDF then writer would need to export them as such.
