1) set cell format as user defined ,- 2) write some number to this cell, eg. 2 3) click to other cell and go back to formatted cell Actual results: In cell you see only format string ",-", in input cell is number 2 Expected results: In cell is "2,-" Same behaviour is in import from excel file. In the format string ,- there is no digit placeholder (0 or #), therefor no value is displayed. Assuming your locale's decimal separator is , comma, use the format string #,- instead (to not display 0 values with digits, else use 0,- ). Excel seems to have some behavior to display a value left of a decimal separator as soon as a decimal separator appears in the format string, even if there is no digit placeholder. Could also be regarded as a bug of Excel ...
My decimal separator is "," (comma). As you write, this behaviour in excel depends on locale settings. When I use format ".-" in excel, then excel display only ".-" without number (same behaviour as OOo now).
