If you draw a 8 sided basic shape (octagon) and you make it in a square bounded
box eg 2" x 2" or 2cm x 2cm the the shape will have much shorter angled sides
than straight sides. It should create the octagon with equal length sides when
the length and height are the same on the bounding box. I have heard this also
happens for 3 and 6 sided basic shapes as well. I reproduced this problem on
official openoffice.org 3.0.0.

The shape has a golden handle to adjust the sides to the length you need. So
this is no defect, but it could be an enhancement request, to set the default
length to being equal.
