Calc: Scrolling jumps inconsistently

Scrolling in the spreadsheet application is linked to cell rows. That is inconsistent with how scrolling works in every other application, where scrolling is proportional to the input (degree of mousewheelturn, number of clicks on scrollbar arrows..). Try it with a couple of rows with large height. Scroll just a little bit: You immediately loose track of where you are and how far you just srolled down. It seems, OO doesn't "want to" show half a cell or something. But the user should be in control, really.
see related issue# 86994. solution seems to be counting by lines (within cells) instead of rows of cells.
Increase height of first two rows so row 2 is partially visible. Left click a cell in row 2 and a touch in mouse wheel: Calc - scrolls to row 4 Excel - scrolls to row 4 Gnumeric - scrolls to row 2 = best response.
