Try this:
(1) Select one or more entire rows or columns
(2) Press CTRL + (hold down ctrl and press the plus-Key)
(3) An entire rows/columns are inserted
(4) Repeat (2) and (3) as often you like.

Now try this:
(1) Select one or more entire rows or columns
(2) Press CTRL - (hold down ctrl and press the minus-Key)
(3) The entire rows/columns are deleted
(4) Now, rather than entire rows/columns, only one single cell is selected.
(5) You cannot repeat (2) and (3) but must reselect the entire rows/columns
again and again.

Suggestion: After deleting rows/columns keep entire rows/columns selected.

Confimed in Dev_DEV300_m21_winXP.

The first time it deleted rows/columns by press "CTRL" and "-". And the second 
time it pops up the "Delete cells".

Changing from DEFECT to ENHANCEMENT
