Open a fresh drawing and make sure  View/Guides/Display guides is checked. Try
to drag a snapline into the drawing: nothing happens. After changing the unit of
measurement and some clicking it is possible somehow but not in the initial state.

Indeed, this only happens when You start a new Draw when the View/Guides/Display
is not yet checked and You have to switch it on. There is a
SdrSnapView::BegDragHelpLine executed (which returns true, so the start works),
but directly followed by a SdrSnapView::BrkDragHelpLine. Getting SD to take a
look there...
AW->AF: The SdrSnapView::BrkDragHelpLine is triggered from SD inside
DrawViewShell::MouseMove in the if statement "if (! GetActiveWindow()->HasFocus
())", please have a look.
