If you touch vcl/inc/*.hxx, and then run deliver (eg.) currently on OOO_STABLE_1
that causes all the headers to be copied in, their timestamps changed and a vast
swathe of stuff to be re-built; but of course - nothing changed so ...

My proto patch does the header normalization (helps the compare), and then
checks for any differences before installing.

As mentioned on the qa dev list on March 5th I will close all resolved duplicate
issues. Please see this posting for details. First step in IssueZilla is
unfortunately to set them to verified.
