Upgrading OO 2.2.0 to OO 2.3.1 involves downloading 110 MB of new program, and 
then install as administrator.

It should be possible to upgrade with a small download.

Ingo, this belongs to the installation project. You may want to assign that to the 
"default" owner, so that anybody interested may jump in.
