More precisely the command-line cws tools fail because EIS is not responding:

$ cwsadd -f solenv
cwsadd -- version: 1.8
Warning: web service unavailable. Trying backup server.
ERROR: Connection to EIS database failed.
 at /cygdrive/d/w1/cws_src680_nowrapcmd1/solenv/bin/modules/Cws.pm line 825
cwsadd: ERROR: Child workspace nowrapcmd1 for master workspace SRC680 not found
in EIS database.

FAILURE: cwsadd aborted.

worksforme: seems we had some firewall issues which are now gone.
