Reproduction:

- Open Basic IDE
- Create a new dialog
- Select any control from the Macro Controls Float
- Try to create the control on the dialog
-> No control can be created.

Setting P1 because this breaks quite a number of automated tests.

Was OK in src680m207 so this is really broken in m208.

issue came in with fix of i71300, please also recheck i71300
