if spool.exe didn't load or did crash, OOo doesn'T load or does crash.

as spool.exe is the Windows printing subsystem and one doesn't always print, 
OOo should not depend on spool.exe under WIndows 98

HI->SSA: The Office is very slow without actvated spool, so for the
user it seems that Office hangs.

spool32.exe is used implicitly by the Win32 API. So when OOo starts
and it searches for installed printers, which is required for document
formatting, it uses API calls that might rely on a successful start of
spool32.exe. We cannot change that. There are several known issues at
Microsoft's Knowledge Base describing problems of Win98 and
spool32.exe. Please look up article Q191949 "How to Troubleshoot
Spool32 Error Messages" and follow the described steps. (at
