The situation now OOo2.1 is that you can only load slide designs located in the
template area/paths of the system or user.

It would be advisable to load ANY template or slide design from a presentation
from ANY location. 

Perhaps with the additional question whether or not to put the file into the
user's /program's template directory.

Issue stands also in OOo 2.1
Only the available templates can be used directly for slide design
Right click on a slide > Slide design
Button Load
Only templates - no Browse button ...
