The first Select all (<Strg>+A) doesn't select all when cursor is in a section

When at bottom of document and do a select all it selects everything BELOW the table of contents. BUT when at the top of the document and do a select all it DOES selects all.

Sorry its taken me so long. I did a bit of work on it. It seems that this document was originaly created as a MS Word document. Then I've edited it in OpenOffice. So probably something to do with that. I've created a NEW document in OpenOffice and it all works fine. Sorry for logging a job... I'm just an overzealous Newbie.
Confirming with 2.2RC1 on WinXP - open attached doc, Ctrl-End, Ctrl-A - text at the beginning "Table of Contents Background 2" is not selected
SBA: <Strg>A selects the section only. Hitting <Strg>A again selects the entire text. I updated the summary to meet the findings. However, this is "unexpected" because most users would not recognise that the cursor is within a section and a second <Strg>A would be required. Besides, the "non-complete" selection would only be visible when pasting or scrolling up to the documents first page. SBA->AMA: As you said, this may root from the behavior of <Strg>A in tables (There, the first "<Strg>A" selects the cell, the second the table, and only the third time "<Strg>A" selects the entire document). Please look after this one when reworking the selection behavior.
Maybe we have to rework this behavior but this will not happen as a bug fix for OOo2.3. We have to discuss and specify the meaning of "Ctrl-A" in tables, header/footer, frames, sections etc.
