Navigator buttons "Promote/demote Chapter" do not work with tables

The Navigator has two buttons to promote/demote headings (they change the sequence of headings in the document). They do not work if the text is inside a table. But often text in a document is formatted with tables. For example, in a two-column table, the left column is used as left margin; and the right column is used for text. The left column may contain symbols, small screenshots, frames that contain summary of a paragraph, etc. The right column will contain headings and text. It is not possible to promote/demote a heading in such a document. The user has to cut and paste the contents.
raindrops, any chance you could provide sampel document and reproduction steps?
I am attaching a sample. While making it, I came across multiple new problems. They are all listed in the sample. I am not writing them down here, because they are difficult to describe/understand without a sample.

MRU->OS: for me it is even not possible to promote/demote almost any of the Heading paragraphs via Navigator buttons. Also it is not possible to drag any of the headings in the Navigator window as it is possible in other documents created from scratch. The headings are correctly assigned in Tools.Outline.
Strange! I don't get that problem! Can you ask someone else to confirm? Also, please let me know if I have to (a) split some particular issues and (b) raise new issues. (Although I would prefer that the OOo team clones the bugs from this one.) In case of the the mismatch between the help file and tooltips for these buttons, unless it is established that the help file is wrong, I cannot raise a separate bug to correct the help file. (For example, the help file could be correct, and the tooltips could be wrong.)
