Here are some imprt issues which make the Layout of the document quite useless.
I will split this issue up into some more so that it could be handled much better.

Missing graphic in top left: already tracked as issue 5713.
For wrong vertical text on the left I have submitted issue 70877.
In tis issue we will focus on the most obvious problem of this document: the
table containing the conrols inside the frame.

MRU->OD: there's a frame (with automatic width) in the document containing a
large table. In WW this frame is able to exceed the right paper border - In
Writer it is limied, thus the table content will be sqeezed, the frame heigh
grows and the frame will move to second page.
