It is not possible on Linux and Windows to use a relative link to refer to other
documents.

Such a feature is necessary when preparing a set of interlinking documents for
distribution to others.

@contender:
If you wanted to report a real bug: OOo hyperlinks only look absolute, but most
of them are relative. Please see  Issue 57721, Issue 21576 and others.
