Open a new draw in window mode, insert some text. Now resize the window
horizontally. When reaching a certain stage the horizontal scrollbar gets lost.

The horizontal scroll bar does not really get lost, it just is not displayed
when the window gets too narrow.  The reason for this is that the window width
is shared between the layer tab bar and the horizontal scroll bar.  The initial
width of the layer tab bar is 350 pixels.  The rest is used by the horizontal
scroll bar.  
The initial width of the layer tab bar can be reduced to 300 pixels to avoid
wasting space.  On my system.  On others this value may be different.  Therefore
a dynamic calculation of the initial width is the way to go.  This, however,
would take more time to implement than should be afforded to this problem.

In less words, the problem is a minor one (that does not occur unless the user
reduces the width of his window), there is a workaround (use the handle of the
tab bar to reduce its width), and the fix would take too much time.  Therefore,
i change the target.
