On stage one must be logged in to view project/category lists.  From ST:

In an ideal world there would be a way to influence whether a category homepage lists subcategories / 
projects or not.

What we - at least I - would like to have is:

incubator.ooo/ lists projects (logged in or not)
projects.ooo/ does not list projects (same for native-lang.ooo)

I made some change to the stage box to allow gues view of the projects & 
categories. Will that be suffcient?

It solves the problem with the inconsistency between logged in and anonymous
users. This leave us the choice whether we would like ot have the list on all
categoras pages or on none. I think we go with the lists for now.
