Images inserted in a document should be anchored to the § they're inserted in

When you insert an image in a OO.o document OO.o creates a new empty § to which the image in anchored. This is a pain to work with, as 1. it's not the behaviour of word 2. unless you're in pi mode the § is completely invisible 3. even if you're in pi mode the § may be hidden under the image
The anchor is at the paragraph were the graphic is inserted - the wrapping is set to "none" which makes it look at a new paragraph above. However, it could be good to have the graphic inserted at the corsor position with text wrapped "around" - it is the behaviour which should be expected generally.
In my experience inserting an image always creates a new empty paragraph. And (it seems you're saying this part may vary) the image is often anchored to this new paragraph However the anchorig logic of OO.o always striked me as weird and inconsistent, always anchoring to the § the image is insterted in would have the merit of predictibility for poor users like me
