The download page offers drop-down lists for language, operating system and
download site on a par. This layout raises the expectation that all three
parameters have to be set before the download starts. However, you either have
to set the language or the operating system AND download site (the latter
selectors only apply to the English package). Although this is explained by the
text above the drop-down lists, it is nonetheless irritating.

Possible solutions:
- make two groups of drop-down lists: 1) language 2) operating system and
download site and a clear indication that these choices applies only to the
English package
- make the download selection a two step process for all languages (including
English), that is: present a page with a language selector, then present a
second page with operating system and download site selectors
- leave the current layout of the download page unchanged but change the
behaviour: the download only starts if language AND operating system AND
download site have been chosen
