When saving a file in Writer to MS Word 97/200/XP format, Hebrew numbering is
lost. When the file is reloaded, 1,2,3,etc. appear instead of the Hebrew
numbers. Issue 58395 deals with a similar problem in Impress. Issue 39514 deals
with a similar problem in export to PDF and PPT.

MRU->FLR: Hebrew Numbers are turned to Western numberings when exported to WW8
format.

The problem also occurs when importing MS Word 97/2000/XP files with Hebrew
numbering.

Any news about this bug? Maybe it's time to set a target version ?
