I am able to confirm this issue. 

As this relates to the technical infrastructure, 
reassigning to kat 
for ownership 
(to coordinate technical support as required toward resolution). 

Please accept issue (to change status from NEW to ASSIGNED).

Feedback from the developer:

there are 2063 rcs file in this directory and cvsweb tries to issue one
rlog command with all the files. this is what is breaking.

proposed solution:

  make cvsweb call rlog with a small set of file at a time (say 20) and
  until it has the info it needs for that directory.

This is on his task list for future versions but will not be included in the
next upgrade. 
I am marking this issue 'resolved remind'. If you require this change to be made
outside of the normal SC upgrade path please reopen the issue.

Reassigning these to support.  Here's the current process, for those who weren't
at the CollabNet/OpenOffice meeting this week:

1) OpenOffice members should assign new issues to issues@www.openoffice.org (the
default owner).
2) Louis will to through new issues and assign them to support@openoffice.org or
himself.
3) I will look at new issues, "accept" them, and begin work on them.
4) Issues will remain assigned to support@openoffice.org as the CollabNet team
works on them- that way the whole support team is kept abreast of changes, and
support engineers other than myself can help out if necessary.
