Transparent painting in VCL is far too slow still. Example: If SC wants to use
the new overlay mechanism in DrawingLayer to draw the selection as blue, 50%
transparent, the overlay preserves the repainting of the background. But, the
overlay painting itself still needs to be done and is too slow when using full
screen and full selection.
Also other parts need a speedup of VCL transparent painting on all systems in
HW. This shuld be possible now.
