The paths for the document are setup in that way that the shared path is set
before the user path.
This has the effect when you want to work on a template and you choose File ->
Template -> Maintenance (I hope this is the correct, because I'm using the
German version, there it says Datei -> Dokumentvorlage -> Bearbeiten) the shared
directory is shown. Then you have to go 'manually' to your user template directory.
I think that most users want to work on their own templates and therefore the
user template directory should be shown.
I fixed that in my installation by switching the paths in the OOos options for
template paths.
Maybe this can be made a default setting?

I change the resolution to wontfix.

Changing manually the entry for used template directory under 
Tools/Options/Path is the only way to work.

During the Setup most users do not have own templates. OpenOffice can 
not know, where new created templates are stored and if this 
directory should be used. Possibly some users have several 
directorys, one for writer, one for spreadsheet and so on.
