Reproduce Step :

1. Run SS8 Base on Cinnabar build 34.
2. Select “create new database” and click Next. 
3. Click “Finish”
4. Type Any local database filename. And click “save”
5. Choose “Table(A)”.
6. Click “Use Wizard to Create Table...”
7. Click “>>”
8. Click “Finish”
9. Click “Forms”
10. Click “Create Form in Design View...”
11. Check tooltip of icons on “Form Controls”
12. Click “More Controls” on “Form Controls”
11. Check tooltip of icons on “More Controls”

Result : 

“Check Box”, “Option Button”, “Combo Box”, and “Group Box” tooltips is 
not l10n’ed.

It seems the bug was not been i18n'ed.

1, Cann't find keyid in web-LingTool.
2, In SS8 of chinese, can find the same bug.

Verified that all the strings were translated in the latest build.
