This refers to OOo1.9.100. (OOo 1.1.4 is perfect.)
It is rather inconvenient that not all modules are displayed if I click 
Tools>Options.
If no file is open (i.e. I closed the last open file but not the program) the
list shows:
OpenOffice.org
Load/Save
Language settings
OpenOffice.org Base
Charts
Internet.

Which means, I cannot set options for all modules (Writer, Web, Spreadheet,
Presentation, Drawing, Base, Formula) in one run.
If a Witer file is open, I have access to Writer and Writer/Web in Options,
If a Calc file (a spreadsheet) is open, I have access to Calc in Options etc.
However, Base is always present although it is just one of the modules nothing more.
It was much better in OOo1 that all options for all modules could be set in one run.
Please just think of the option: "Use printer metrics..."
You have to open a type of file, open Options, set the value, close options,
open another type of file, open Options... 
Request: all modules should always be seen in Options as it is in OOo1.

You might think, that for example showing Calc options when a user is working on
a writer document will confuse beginners (or why do you drop that feature?).
Therefore I suggest, that at least with no document open, but having only the
grey application background, _all_ options should be available. That would give
the advanced user the possibility to change all settings without starting any
document and the beginners will not be confused while they work on a document.
