Insert External data does not work with files where there the white spece
separates the different columns. The "text import" dialogue shows the data
correctly. However, the "external data" dialogue does not offer available
tables/ranges. The OK button stays gray.

I made a quick test and was not able to erproduce the problem - may be I do not
understand your problem correctly?

Please
- contribute a testfile.csv
- contribute a detailled step-by-step-instruction how to reproduce the problem
  starting with "start OOo"

I also can not believe that you tested all OS on all platforms, please specify.
