Hello ! I use OOo 1.9.91 under KDE 3.2. My OOo backgroung colour is navy blue, my text colour is yellow, other "user interface elements" are "automatic". In Tools: Options: OpenOffice.org: Appearance: Custom colors, user interface elements names are now written in yellow on a white background ! To my mind, this list colour should be black, for 2 reasons : 1) your hard-coded background colour is white, 2) if the user makes a colour mistake, choosing a colour set impossible to read, he shoud be enable to change them from there. Alternatively, this background could be of the user-defined colour.
The bug is still in OOo 1.9.m104 .
I don't understand your description. Changing "Font Color" to "Yellow" does not affect the UI font color. Please add a screenshot of the problem.
I thought it did. So the bug is: your U.I. background colour is not the one chosen in KDE. See screenshot below.

This is with the "hight contrast yellow on blue" theme. We should fix that soon because of accessibility.
fixed in CWS vcl49 however the treelist of the dialog does not seem to use the field text color, producing black on blue text. followup in issue 59334
