If you're in impress and promote or demote a paragraph does not register as a
change for the purposes of saving.  
This means that saving these changes is disabled.

This is not a bug but a behaviour which is very hard to change or maybe can't
change.
The problem is that you promote  / Demote the text in the text edit mode.
we must first leave the edit mode before we can recognize the changes.
I send this to a developer. Maybe he can change something in the behaviour.
