I drew three label controls in a webpage, but no code for them
was in the HTML view. I went back to normal view, and the labels
were still there.

The Writer form control "label" is not exported to HTML.

It could be exported as:

<label for="existing_control">label_caption</label>

or as:

label_caption

The Issue you raised is currently assigned to 'Requirements' pending review, but

one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
