At the present time, and for a least a few years to come, word processing and HTML have different needs for things like typographic quotes, 
but OpenOffice.org has only one set of user options.  These options should be refactored.

I don't understand why you want to have different user settings for
one user????
If you do a multi user installation (seup -net) than every user has
his/her own settings.

This closing has completely failed to understand the problem.

It is entirely possible for a user to require typographic quotes to be turned on
for text documents, while requiring them to be turned off for spreadsheets and
HTML.  In fact, this should be the norm for most users.  The fact that OOo has
only one setting across all applications is a considerable inconvenience all of
the time, and absolutely maddening if one happens to be working on a spreadsheet
and a text document simultaneously.
