Still the fullscreen button can be inserted in toolbars but it cannot be
activated anymore. This makes it useless.

When I remember correctly then it is a technical problem that the button can
still be inserted.  Ignoring it is the best we can do at the moment.

Pls. also see issue 44109!

Not only a useless icon can be inserted, it's also possible to insert the not
working menu function.

I can't understand why the full screen mode should not exist for Draw, but for
the other OOo components. Is there any spec. sheet where I can read about that?
