As written in the spec. for the modularized options dialog
(http://specs.openoffice.org/appwide/separate_modules/OptionsDialog.sxw) on page
6, the section, which matches the currently opened application, should be open
and reveal its subsections. All other sections should be closed. 

The current behaviour is, that the OpenOffice.org-section is opened by default
for all applications and all other sections are closed.

The same thing happens in 1.9.73
