Insert>Cells should not have dots after it if a row/column is highlighted

By convention, three dots after a menu item mean that that menu item invokes a dialog box. If Insert>Cells is selected while a row or column is selected, then the command automatically inserts a new row or column respectively before the highlighted one, without invoking a dialog. Since in this case, the Insert>Cells command does not invoke a dialog, it should not have the three dots after it, which it has in the current version.

Given that: 1) All other menu items in OOo which are followed by three dots invoke dialog boxes. 2) All menu items in most other common software packages which are followed by three dots invoke dialog boxes (I can't actually think of any other menu item in ANY program which is followed by three dots but does not invoke a dialog box!). this menu item's behavoir is inconsistent both with all other menu items in OOo, and (as far as I know) all other software, which means that OOo IS defective. This issue therefere is a defect, as I originally stated, and not an enhancement as fst wrongly stated.
Do you really think it is worth having a check for this in OOo? Do you really like it when a menu-item changes its caption? It this is changed at all, I vote for disabeling the entry instead of removing the dots. People will use Insert|Rows or Insert|Columns anyway.

Checked in the latest OOo 3 dev release, and this issue is still present as originally described.
