Liz->PB: The "File - New" menu entry is incorrectly called ""File - New
Document"  presently.

Please change this important string for the Beta, therefore P2.
The error may have arisen from the string consolidation of menu entries,
tooltips and "Toolbar - Customize" dialog. There used to be three separate
strings, but now there is only one used in all three places (carried out by CD
in a central xml file).

Liz->PB: this is related to issue 31238, in which the tooltip "New" was changed
to "New Document". Unfortunately we have a problem, because now the menus and
tooltips are only one string. 

I guess we have to change this string back to "New"  because the text in the
menu location is much more important than in the customize toolbar dialog or
tooltip. Please make sure that this will not break the fix in 31238 (because
they are both still unique texts).
