When a Japanese document is saved as a text file, it is by default saved in EUC
encoding which is Unix-centric. That means that if you are editing a document
and send it to someone using Windows it will look corrupted (unless viewed in
Internet Explorer). It may be logical since then you can edit the EUC file in
say VIM but to be realistic, you really want a pulldown menu with the encoding
selectable (i.e. EUC, SJIS, JIS ISO-2022-JP, UTF-8, etc.).

Not exactly. The default encoding for text files is the desktop locale.
And again as stated in a different task filed by you, select "Edit filter
setting" in File/Save dialog to get the list of available Text encoding filters.

OpenOffice.org Issue Tracker - Feedback Request.

The Issue you raised is currently 'Unconfirmed' pending review, but has not been
updated within the last 3 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.
Either use the recent stable version: http://download.openoffice.org/index.html
or consider trying the new OOo 3 BETA (still in testing):

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
