I have started an incompatible build for my cws after resync to m58 and the
build fails in helpcontent2 project. This happens because copy command from
util/makefile.mk can not be executed successfuly. 
Setting the priority to P1 as discussed.

breaks  windows build in 4nt shell -> fixed on master (SRC680m61)
