OOo shows different ways to open floating toolbars:

1) "Show&Stay" -> General Floating toolbars:
*choose the "Insert" icon of the Main Toolbar of the Writer
- click it and hold the mouse button
-> the floating appears
- release the mouse button
-> the floating remains open

2) "Nothing, Oh yes!"
*choose the "Navigation" at the bottom of the vertical scrollbar of the document
- click it and hold the mouse button
-> *nothing* happens
- release the mouse button
-> the floating appears and stays open

Please, decide which behaviour must be applied. IMHO the 1) should work in any case.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
