The alignment-icon in the toolbar is broken in several ways:
 * it is not expandable, only "align left" is offered
 * it only gets activated when two or more objects are selected, it is not 
   possible to align a single object relative to the page (this is true for the 
   context-menu as well) - you may ignore this one since this has been the case 
   with OOo 1.x as well (only possible in draw/impress)
 * even when it is activated, it is non-functional. (e.g. objects won't be 
   aligned to each other, they stay where they are - alignment using the 
   context-menu works)

Steps to reproduce:
1) Open a new textdocument and insert two rectangles (or open the attached
   document)
2) Select only one of the rectangles (due to issue 33476 the selection-status
   may not be obvious)

-> notice that the alignment-icon appears on the toolbar but is disabled
-> have a look at the context-menu "Alignment": "<no selection possible>"
(feel free to ignore this one)

3) Add the other rectangle to the selection (hold down <shift> and klick on the
   second one - in case you are unsure whether you did select both, have a look
   at the ruler or try to move the selection)

-> notice that the alignment-icon now gets activated, but doesn't have the arrow
   indicating a drop-down choice (you cannot swith to right-aligned for example)
-> have a look at the context-menu: all alignments are offered.

4) Klick the icon on the toolbar

-> objects don't move, they don't get aligned at left border as expected.

5) choose "align left" from the context-menu

-> the object positioned more to the rights moves to the left to align with the  
   leftmost object (as expected)

component is writer since everything works expected in draw (well, not
everything, the last choice is remembered but the icon still shows align left,
but this is another issue...)
Regression since this works in OOo 1.x

ES->CD: summed up: Allign icon (for Drawings) has no selector and does not work
on click.
FYI: it's the same in cws toolbar3.
