When moving to a newer version of OO, there are various reasons why an "upgrade" 
of the existing version is not possible.  The user must either install the new 
version alongside (different folder) the existing version, or cancel the 
installation, deinstall the former version, and return to the installation of 
the newer one.

It should be much more straightforward to deinstall a previous version.  If the 
user has already selected to upgrade, then it may be assumed they do not wish to 
install the newer version alongside the former.  Without removing that capacity, 
the installation wizard should provide a straightforward means of deinstalling a 
detected earlier version of OO as a normal part of the installation process.

Have you tried this with a newer version of OOo (1.1.3 or 1.9.5x) to see if this
occurs there too? If it does not occur with these versions, could you please
close this issue?
And I think you should not mark this issue as a defect but as an feature or
enhancement.

The issue no longer exists with 1.1.3.  When upgrading from 1.1.2 to 1.1.3, the 
upgrade process took care of removal/replacement of earlier version much more 
staightforwardly.   - Bill Cupp
