The setting "restore open windows" doesn't have any effect.
To reproduce:
Try to set the option (extra|options->view) [x] open windows ("geöffnete
Fenster" in german), load some documents and close OO.o
When restarting OO.o I'd expect it to open all the documents that were open when
I exited OO.o, but insted it starts with a blank text document.

This probably applies to other operating systems as well.

The option "restore open windows" does the following: If a document
has more than one window and this one document is closed, all the
windows of this document are restored if the document is loaded again.
Different documents are different tasks and not windows ! 

To make this a little bit  easier to understand, just do the following:

Create a new document or open an existing one. Select "new window"
from the window-menu. You`ll see, that the new window has exactly the
same documents name added by a ongoing number (eg. mydoc.sxw:2). This
shows, that this is the same document in both windows. If something is
changed in one window, it is also changed in the other one. Now save
and close the document and open it again -> both windows are restored,
that`s the feature. Remember one document is one task but can have
more than one window ! Staroffice/Openoffice doesn`t restore all tasks
which have been closed before when starting again... why should it ?

Why should it - good question.
I myself didn't use this funktion and since the person that asked for
it (I just filed the issue) didn't tell me any reasons I'll close this one
