The (new) PackageManager API which replaces the old pkgchk tool works on zipped
content using the UCB instead on inflated one as previously. Meanwhile some
external developers have created "workaround" solutions that rely on inflated
package content, they cannot use the UCB, e.g. using an external browser showing
html help content that comes within the package zip file.

Stephan, can you please test the packagemanager UI as well as unopkg and pkgchk
comprehensively, because I have made loads of changes. Thanks.
