If you use save-as, on following saves the dialog remembers the dir it was in,
the base filename that was used last time and the format it was last saved in. 

But the export dialog does not, e.g. export to png and when exporting again it
doesn't remember that png was the last export format, similiarly changing dirs
inside export isn't remembered, not is the filename.

Interesting changes in the "save-as" *are* picked up by "export", e.g. file
basename and current "save-as" directory are picked up by "export"

The desired thing is for export to remember what the last exported format was
and present it again.

I don't see a defect here. The save-as uses the state of the document and sets
them at the dialog. 

Exporting a document doesn't influence the state of the document. 
Providing the path and filter used the last time would be an enhancement.
Additionally it has to be decided if the export settings are remembered at the
document itself or if they are remembered based on the type of document.

Imagine a typical use case: You have a document with a number of drawings that
you want to export to some ".../images/" directory. For each export the dialog
jumps back to some other directory and you have to click your way through to the
images folder. This behavior is very annoying.

I don't see why "export" would share state with "save as...". It should have
it's own state (per document) and open the directory of the last export -- of
the same document.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
