When openning a text file that is a CSV allow the user just to specify -
"Spreadsheet" document in the open file category.  

IE - If I am in oocalc and want to open a file called CSV I should just need to
go to File->Open->SpreadSheet and office should determine that it is a CSV.  I
believe that this belongs in the UI because you could do the same for each of
the programs.... (IE default is currently word, but if you could do the same
with presentations...)

The Issue you raised is currently 'Unconfirmed' pending review, but has not been
updated within the last 3 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.

or consider trying the new OOo 3 BETA (still in testing):

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
